An inclusive approach to stakeholder involvement in The Public Sector Modernization Programme – Jamaica Customs was designed and implemented that improved revenue collection, trade facilitation, community protection, national security trade statistics, foreign investment and private sector competitiveness. Implementation reflected modern approaches to public administration, effective use of IT and adoption of appropriate international conventions and best practices. The gaps between current policies, systems and procedures and those necessary to ensure full compliance with relevant international Customs conventions and accepted best practices were identified and a comprehensive human resource management strategy, supported by complete guidelines for articulating and implementing systematic reforms to HR policies and practices formed the basis of ongoing modernization efforts.
